Special Supplemental Nutrition Program For Women Infants And Children Wic
Part of the application criteria for this additional grant is to have dependents. While this may change, it makes sense for DoD to prioritize households with children in the initial stages of issuing BNAs. The Basic Needs Allowance (BNA) is set to pay a service member a monthly stipend designed to bring the family's total income to 130 percent of the federal poverty guidelines.
The amount will vary based on location, family size, other family income, and other check allowances, including Basic Allowance for Housing (BAH). If the family lives in poverty, BAH will not be included in the calculation.
Minimum wage (after 4 months of service) is $1833.30, add $400 to BAS and you're already at $2233.30. That means your BAH has to be less than $772.95 for an E-1 with a spouse and 2 kids to qualify... I don't know of any top exits with BAH that low though Altus
it says "close" as $980. or more (with dependency ratio). Eligible military families can apply for the Special Nutrition Program for Women, Infants and Children, known as WIC. WIC helps low-income families with pregnant mothers or children up to five years old by providing vouchers for healthy foods such as vegetables, milk, bread, eggs and beans.

Infant vouchers can be used for formula and baby food, while baby vouchers can be used for items such as fresh fruit and vegetables, milk, cheese, bread, juice, cereal and peanut butter. "Notably, however, Austin stopped short of raising benefits from 130 percent to 150 percent of the poverty line, as recommended by the Senate's fiscal 2023 NDAA, a change that would provide more income to many workers."

Congress chose to include BAH in determining BNA eligibility, which would put this new grant out of reach for many needy families. Especially as housing prices continue to rise in many areas, families need every penny of their BAH - and then some - to cover housing costs.
It shouldn't be held against them when it comes to getting much needed help paying for food. The National Defense Authorization Act (NDAA) for fiscal year 2022 includes a Basic Needs Allowance (BNA) to help the most vulnerable military families.
Under the new program, the services will identify families with incomes and household sizes that fall below 130 percent of the federal poverty guidelines. Those families will be notified that they may be eligible for BNA and given the opportunity to apply.
We are not yet sure what this process will look like - or how long it will take for the family that applied to receive the decision. But eligible and certified service members will get a small pay raise — enough to make a big difference for a family struggling to pay all their bills and support their children.

Your Income
Congress included a compromise in the bill. The Secretary of Defense will be able to exclude a portion of BAH in determining BNA eligibility for families living in high-cost areas. The language gives leeway for lawyers like us to represent military families in need, but it also leaves many questions unanswered: Which side?
And what makes a place so expensive? Members of the military stationed in the U.S. they can apply for food stamps at their local SNAP office. Although SNAP benefits are regulated by each state, the USDA can help you find an office near you. Some states may allow you to apply online.
Visit the USDA website for a link to your state office and regulations. I don't know if it will work at E-3...the limit for a service member with 3 dependents is $3006.25/month. Given base pay + BAS + BAH (and dependents), not many people in the military make less than that.
Families with children may also qualify for the free or reduced-price lunch program on or off base. Families with incomes below 130% of the poverty line, an amount that varies by location, may qualify for the Army Basic Needs Grant.
The Family Supplemental Subsistence Allowance (FSSA) program was created in 2001 in response to reports of service families in need of federal food benefits. Eligibility for FSSA was based on gross family income and total household size.
Eligibility rates differed by workplace, as there were different rates in the 48 states, Hawaii, Alaska and overseas. BNA will be given to those in need, so income will be an important factor. Exact income limits have yet to be announced, but the less fortunate could be the first to qualify for such benefits.
To qualify for food stamps, military families must meet certain income requirements. While combat pay, hostile fire pay and imminent danger pay can be counted as part of that income, all other pay, including basic housing allowance, is.
"This year has been very difficult for us," a military partner said in November. "It's always a struggle to put hearty food on the table for me and my kids." Our research confirms this experience, with 14% of families in E1-E6 positions telling us they have visited a food bank in the past 12 months.
In our first Military Teen Experience survey, one-third of the teens surveyed told us they were worried about their families having enough food to put on the table. Many military families struggle to put food on the table.
At NMFA, we have heard from families for years and have long advocated for policy solutions that could help, but the pandemic has effectively turned an ongoing food insecurity crisis into a food shortage crisis.
